“Vision. Legacy. Transformation.”

Dear Charperson Reza,

I write as a concerned citizen to formally urge the Zimbabwe Anti-Corruption Commission to initiate a thorough, impartial investigation into the persistent allegations of corruption and misuse of public funds surrounding businessman Wicknell Chivayo.

Despite ZACC’s recent closure of the probe into the US$100 million Zimbabwe Electoral Commission (ZEC) election materials tender—citing no direct contractual link—the broader pattern of controversies involving state contracts raises serious concerns about procurement integrity, potential influence peddling, and accountability.

Key allegations include:

Gwanda Solar Project (2015–present): Intratrek Zimbabwe, led by Mr. Chivayo, received a US$173 million tender and over US$5 million in advance payments from the Zimbabwe Power Company. A decade later, the 100MW project remains undeveloped and largely abandoned, amid ongoing power shortages.

• Historical Legal Issues:
Prior convictions and arrests related to fraud and money laundering, which warrant scrutiny in the context of subsequent major government awards.

Source of Wealth and Public Displays: Extensive luxury expenditures and high-profile gifts, including vehicles to security forces and public figures, prompting questions about the origins of funds in a resource-constrained economy.

These matters undermine public trust in institutions and procurement processes. A holistic review—encompassing financial trails, tender awards, and cross-border inquiries—would demonstrate ZACC’s commitment to combating corruption without fear or favour.

I respectfully request that ZACC prioritise transparency, subpoena relevant records, and publish findings to reassure Zimbabweans that no one is above the law.

Yours sincerely,

A Concerned Zimbabwean Citizen
